Withington Group Neighbourhood Plan.

Your Village, Your Plan, Your Future

Public Meeting 18th May 7:00 PM at the Village Hall.

This meeting is to share further information with you about the planning application that is recently come in for the land known as

Site 1.  Land South of Southbank - north of A4103

Since the last neighbourhood plan meetings the County has changed its policy following the public examination of the core strategy. This has changed the requirement for the whole area from 65 dwellings to 126 dwellings. See below.

Policies RA1 / RA2

The Herefordshire Council is proposing that approximately 5,300 new dwellings will be provided up to 2031 to help meet the county’s housing needs in the rural areas with the development of affordable housing being a priority.  The housing development will be delivered through a combination of existing commitments, windfall development and sites enabled through neighbourhood development plans. All Neighbourhood Development plans shall aim to provide levels of housing which proportionally meets these targets.

122 villages have been identified across all Housing Market Areas to be the main focus of housing development in Herefordshire’s rural areas. Withington, Westhide and Preston Wynne on the list of villages with an 18% increase envisaged or some 126 dwellings. In parishes containing the settlements the proposed increase in dwellings is based on the number of dwellings in each parish.

Withington will require 110 dwellings, Westhide-6 and Preston Wynne-11. with  Planning permissions and completions since 2011 will reduce this requirement, to respectively-Withington 70, Westhide 6 and Preston Wynne 10.

After the next Parish meeting on the 21st May 2015, the Neighbourhood Steering group will be meeting to move the plan forward around these new housing requirements.

Update January 2015

Open day on the 10th January 2015 at 10:00 to 16:00 in the Withington Village Hall.

Come and see the results of the survey completed last year and how this will now be taken forward as part of the plan.

Update September 2014

Data entry is proving a larger task than expected and we are just about complete. We are working at pulling the data together soon and then package it for sharing at an open event. Due to holidays and availability of the Withington Village Hall, The event will be in January 2015.

Update August 2014

Thank you again for all the completed questionnaires. These are now been transferred to a database so we can sort the data completed by yourselves to feed into the draft plan.

So what is happening next ?

The creation of the draft plan continues and we are still working to have a draft version available for your review in late September/early October.

Update July 2014

In June, the house to house questionnaire was delivered to all the houses in the 3 parishes of Preston Wynne, Westhide, and Withington. Thank you to all of you who have completed the questionnaire and returned it. This will feed into the draft plan which is the next stage of creating the Neighbourhood plan.

A very big thank you to all the people involved in creating the questionnaires, collecting them from the printers, passing them out to the people who then walked the streets to delivery and  at the end on June then walked the streets again to collected the questionnaires.

So what is happening next ?

Now the creation of the draft plan starts from the input of the house to house questionnaires, the open days we have had in January, February and March. We are working to have a draft version available for your review in September.

Update June 2014

All the open days have now finished. But if you missed them you still have an opportunity to give your opinion by logging on to Facebook and adding your views to the https://www.facebook.com/WithingtonGroupNeighbourhoodPlan page.

So what is happening next ?

A house to house questionnaire, developed from the feedback obtained at the open days, will be delivered to all the houses in the group parish in June. Following their return the draft plan will be created. We are working to have a draft version available for your review in September.

Update May 2014

Following the open day in March we are now in the process of creating the questions to be passed out to all households in June.

These questions will ask further about the type of development you would like to see in the area and cover a number of other areas as well.

Should you have a business in the area, a set of questions will be covering this to help us develop the overall plan going forward.

Update March 2014

With the open days been held in January and thank you to all who attended the open days which we held in Preston Wynne, Withington and Westhide recently. The information you gave us has been transferred into electronic format and has been reviewed by the steering team to help us understand what you want your village to look like and of course the issues you would like to have addressed. Pot holes for one, appeared a number of times.  If you missed the open days. You still an opportunity to give your views by logging on to facebook and adding your views to the https://www.facebook.com/WithingtonGroupNeighbourhoodPlan page.

Next in the process for development of the plan is to have an extra session.

development.

People have asked, but we have just done this for the Community Led Plan. Well that was done in 2010, it runs out in 2015 and we have a choice.

  1. Do nothing
  2. Leave it to the Local plan as created by the County Council
  3. Create a Neighbourhood plan that will build on the Community Led plan and also gives us the ability to
    1. Decide where development should happen in the neighbourhood
    2. Decide what type of development should happen in the neighbourhood
    3. And many other areas such as renewable projects.

To recap overall our short term objectives are

• To engage with parishioners of all ages to ensure the plan is shared with the whole community. So please come to one of the open events mentioned above to give your views on the future of your village.

• To ensure all future developments are in keeping with the plan you want to see for your parish. It is your village, your plan, your future have your say now by getting involved with the team developing the plan for the plan, supporting one of the events by giving your views to what you want your village to look like over the next 10 to 15 years.
